JENNIFER PRELE, CHIEF EXECUTIVE OFFICER

Jennifer is responsible for the operations, strategic planning and day-to-day management of Enabling Environments. She is also responsible for the elaboration and implementation of private sector, trade and institutional development projects.

She has worked for an international development consultancy in the UK (Landell Mills), as an economist for the Ministry of Economic Development of Mauritius, as a consultant for the UNDP in Mauritius and for a development consultancy in China. She has extensive experience in project management, coordination and monitoring of aid for trade, private sector/SME development, institutional strengthening and regional development projects and an excellent understanding of EPA negotiations and WTO compliancy.

Jennifer has managed both short and long term contracts funded by the European Commission, and is therefore very familiar with EC & EDF procurement procedures. In Mauritius, she was a member of the team responsible for the monitoring and implementation of large national development projects funded by international donors (World Bank, EU, ADB, etc.) as well as bilateral programmes. Jennifer is able to offer a balanced approach to international development, given her insight from both the perspective of the donor, as well as that of an ACP citizen.

Jennifer holds a MSc in Development, Administration & Planning (Bristol University, UK), as well as a Bachelor of Applied Economics (University of Canberra, Australia) and a professional certificate in Programming and IT (American University in Cairo, Egypt). She is fluent in English, French, Creole and speaks basic Mandarin.

MELWYN MADELON, DIRECTOR & ICT OFFICER

Melwyn is responsible for providing IT support. He is a graduate of the University of Portsmouth (UK) with a BSc (Hons) in Computing and has an Advanced Diploma in IT. Melwyn has key skills in Windows platforms, databases (Lotus Notes, MS-Access, MySQL) and the following languages: Lotus script, VB, VB for Applications, HTML, JavaScript, C/C++, Java, Scripting Language, ASP, Visual Studio.Net, C#. He is also familiar with Lotus (Lotus Notes R7, Lotus Domino R7, Lotus Domino Doc), Crystal Reports, Authorware, Adobe Photoshop, Macromedia (Fireworks, Flash, Dreamweaver), Corel Draw, Visual Studio 6, Visual Studio.Net, Visio Technical. He has specialist skills in SIM card design and is based in Mauritius.

RICHARD DONSON, DIRECTOR

Richard is responsible for all financial matters of EE, working in close collaboration with the Financial Manager. He is experienced in finance and administration, dealing with both company and project finances. He also advises on business development matters and financial management. Previously, he has worked in other financial positions, as well as at the University of Bristol in a management role.

He is a graduate of the University of Leeds (UK) with a BA (Hons) in English Literature and Language. He is fluent in English and speaks French and Mandarin (intermediate level). He is based in Mauritius.

JEAN CLAUDE MADELON, COMPANY SECRETARY

Jean Claude is our Company Secretary and manages our Head Office in Mauritius. He is also responsible for customs related projects. He has over 33 years of professional experience in customs, with an excellent understanding of key issues from the public and private sector perspectives.

Jean Claude acted as Principal Customs & Excise Officer for the Government of Mauritius and was a Technical Officer for the Mauritius Revenue Authority, a parastatal organisation which replaced the Customs & Excise Department. He worked on the rules of origin within the framework of the EPAs, customs union, application of import & export regulations, logistics, etc. He has in-depth knowledge of custom implications for preferential trade areas (SADC, COMESA, IOR-ARC) and of the Southern African region.

Jean Claude has also worked as a Marketing Manager for a private clearing and forwarding company, specializing in export, import, warehousing and Freeport, using port and airport transhipment to regional countries.

Luc

LUC VERSCOORE, SENIOR ASSOCIATE – BRUSSELS

Luc has almost 40 years of professional experience in business and consulting, including over 15 years in management positions, including both project/team management and business management. He has worked extensively on projects funded by the European Union, DFID and MCC over the past 20 years. He has significant experience in motivating and directing large teams of consultants of different ethnic, cultural and professional backgrounds. His experience covers a broad range of countries in Asia, Africa and Meda countries.

For many years, Luc has held overall responsibility for projects supporting private sector development, investment promotion, trade regulation, institutional reforms and trade policy formulation. He has been a director of Asia Invest for several years promoting trade and investment cooperation between Europe and and Asia. During his professional career, he has worked on projects related to trade and inward investment development, industrial co-operation, international investment, SME development, feasibility studies, financial and technical audits of companies, marketing and market research. He has hands-on experience in training and capacity building of public institutions.

His recent experience as Project Director with Enabling Environments includes the ‘Capacity Building to Strengthening Seychelles Bureau of Standards (SBS) Conformity Assessment Services’ and ‘COMESA Strategic Plan for Standardisation and Quality Assurance, Zambia and COMESA Region’.

During his career, Luc resided for long periods of time in different African countries. Presently, he is based in Brussels. Luc speaks French and English.

IAN DONSON, SENIOR ASSOCIATE – UK

Ian is a Fellow of the Chartered Insurance Institute, having spent 30 years in the industry – as a Life Underwriter (5 years), Policy Documentation Writer in a mutual Life Assurance Office (6 years) and followed by 19 years as a Training Manager in the traditional environment as well as in a computer software house serving the whole insurance industry. Ian also worked in Royal Mail (10 years), chiefly as an audit officer, maintaining compliance in the parcels sector.

FLORISE PRELE, FINANCE MANAGER

Florise is responsible for Finance and Administration at EE. She has 20 years of experience working within finance and administration in several countries, including Australia, China, Egypt, Ethiopia and Mauritius. She has worked at the Ministry of Foreign Affairs of Mauritius and in several Overseas Missions, handling a wide variety of issues including finance, budgets and staff payment, travel, contracts, work schedules, logistics, etc.

She has a wide experience with financial matters. She speaks English and French and is based in Mauritius.
